EEMS Service
EEMS is managed by Collabro, on behalf of the DTI. LogicaCMG has been awarded the contract to host, maintain, and support the system by Collabro. EEMS provides access to qualitative and quantitative data for all emissions and discharges to the environment from offshore installations and associated onshore terminals.
The EEMS Managed Service provides companies with the ability to submit the statutory regulatory returns to the DTI in line with the prescribed timetable. EEMS is a hosted solution, accessed via the Internet, and companies using the service do not have to install any equipment or software. At the reporting intervals required by EEMS, generate an EEMS return in the form of an XML document matching the schema definitions provided by EEMS.
The project reports into a Governance Board which is comprised of industry and DTI members, from the environmental and IT areas. The Contract Manager at Collabro is Gwen Moran who reports into the Board.

System Administration
The helpdesk service that is available by e-mail and telephone from 08:30 – 17.00 on Monday to Friday (with the exception of the following public holidays: Christmas Day; Boxing Day; the three working days between Christmas and New Year; New Years Day; 2nd January and other local and English and Scottish public holidays, these include 3rd January, Good Friday and Easter Monday, May Day, UK Spring Bank Holiday, Summer Bank Holiday (Scotland) and Summer Bank Holiday (UK)).

The system administration service will not be permanently manned; however it is supported by a suitable messaging system, which will be checked at regular intervals during normal working hours.
System administration shall include:
- Creating new approved EEMS software user ID’s
- Removing approved EEMS software user ID’s
- Assistance with the application e.g. responding to “How do I…?”
- Resetting user ID passwords
- Provide / co-ordinate / administer training requirements for new users
- Logging of all calls received and passing the technical calls to Supplier
- Data administration of company and location data; log and pass to Supplier
- Liaison between Supplier and User Group
- EEMS e-mail for helpdesk and dedicated phone line
