The EEMS Service
EEMS - The Environmental Emissions Monitoring System is managed by Collabro. We provide this service to the UK Government's Department of Energy and Climate Change - DECC.
EEMS provides access to qualitative and quantitative data for all emissions and discharges to the environment from offshore installations and associated onshore terminals in the UK.
The EEMS Managed Service provides companies with the ability to submit the statutory regulatory returns to DECC in line with the prescribed timetable. EEMS is a hosted solution, accessed via the Internet, and companies using the service do not have to install any equipment or software. At the reporting intervals required by EEMS, generate an EEMS return in the form of an XML document matching the schema definitions provided by EEMS.
The service is directed by a Governance Board which is comprised of senior industry representatives and DECC. The Contract Manager at Collabro is Gwen Moran who reports into the Board. A User Group reviews changes and suggests improvements from the user community.

System Administration
The helpdesk service is available by e-mail and telephone from 08:30 – 17.00 on Monday to Friday with the exception of the following public holidays:
- Christmas Day;
- Boxing Day;
- the three working days between Christmas and New Year;
- New Years Day;
- 2nd January;
- English and Scottish public holidays: (3rd January; Good Friday;Easter Monday; May Day; UK Spring Bank Holiday; Summer Bank Holiday (Scotland) and Summer Bank Holiday (UK)).

The system administration service will not be permanently manned; however it is supported by a suitable messaging system, which will be checked at regular intervals during normal working hours.
System administration includes:
- Creating new approved EEMS software user accounts
- Removing approved EEMS software user accounts
- Assistance with the application e.g. responding to “How do I…?”
- Resetting user passwords
- Provide / co-ordinate / administer training requirements for new users
- Logging of all calls received and passing the technical calls to Supplier
- Data administration of company and location data; log and pass to Supplier
- Liaison between Supplier and User Group
- EEMS e-mail for helpdesk and dedicated phone line
