LOGICACMG AND COLLABRO HELP UK OIL AND GAS INDUSTRY TO MEET KYOTO OBLIGATIONS 15 January 2007
LogicaCMG today announces that it has been award a contract by Collabro, acting on behalf of the UK Department of Trade and Industry (DTI), to help the UK oil and gas industry manage CO2 emissions. The €500,000 contract covers the hosting, support and maintenance of a new internet-based, UK-wide Environmental Emissions Monitoring System (EEMS).
EEMS will provide access to qualitative and quantitative data for all emissions and discharges to the environment from offshore installations and associated onshore terminals. The system, which is managed by Collabro, is accessible by Government, through the DTI, and the oil and gas industry, primarily through the UK Offshore Operators Association (UKOOA). The DTI and UKOOA are joint stakeholders in the provision of the EEMS service.
Stewart Robinson, energy resources consultant at the DTI, said “DTI regard the new EEMS system as a key element in its Environmental Regulatory function. The new EEMS is the mechanism for oil companies to submit their environmental returns and these will, in turn, be used by the DTI for government reporting requirements. The DTI have taken the opportunity offered in rewriting the system with UKOOA to move to efficient, modern data collection techniques based on the web. These techniques adopt the emerging Government reporting requirements for the web and over time will be extended to incorporate the emerging government authentication recommendations.”
The new EEMS will be used to make the annual European Union Environmental returns and subsequently the Kyoto returns. UKOOA, who sponsored EEMS on behalf of its member companies, views the maintenance of a high quality, accurate database of environmental data as key to fulfilling the oil and gas industry’s commitment to a cleaner and safer North Sea environment.

The EU Emissions Trading Scheme (ETS), which came into operation at the beginning of 2005, is a precursor of the global trading scheme which will commence in 2008 when the Kyoto Protocol comes into force.
